CAPITAL AID PROJECTS

Check List

This "check list" indicates the kind of information which the Ministry normally expects to need when considering an application to contribute to the finance of a major development project. It covers the economic, financial and administrative aspects of a project; technical studies would need to be done separately and referred to in Section V. All documentation relevant to the assessment of the project should be provided. If parts of the information indicated below are covered by a feasibility study, consultant's report, detailed cost/benefit analysis, etc., it will normally be sufficient to refer to these and enclose the relevant documentation.

the nature of the project, e.g. road construction, school building, power development, etc.;

THE COST OF THE PROJECT AND ITS FINANCING

total estimated cost of the project, total offshore cost, and how much will be financed within the country in foreign exchange and in local currency;

how much British aid is requested and over what period, what it would be used for (tying) etc.;

arrangements for filling any financing gap, e.g. other donors approached and the status of negotiations with them;

when the work will begin, and how the cost will be phased over the period of construction;

arrangements for meeting local costs of construction (e.g. budget provision, local loans, etc.);

how the operating costs of the project will be financed when complete.
