relevant policy considerations.

The amount

of information supplied is to be sensibly related to the

value of the project.

If any of the items are covered by a

feasibility study, technical study,

consultants' report, detailed cost benefit

analysis, or other report, it will be

sufficient to refer to these documents and to

enclose copies, if they have not already been

sent to the Ministry of Overseas Development.

(iv) Projects estimated to cost £250,000 or

The information supplied in answer to the preceding

questions should be expanded to permit the Ministry

to complete a paper on the lines of the check

list enclosed with the despatch.

So far as it is

necessary to continue the rule the Ministry's

special procedures apply also in relation to the

"if and when" rule.

Virement between items within a project will

be within your discretion provided thereis no

material change in the project and no additional

development aid is required.

Proposals to

transfer aid from one project to another will,

however, require prior approval from here.

9. I think that these procedures will be found less

cumbrous than they may at first sight appear and

less so, particularly forthe less costly projects,

than the meticulous detailed financial requirements

of the existing C.D. & W. procedures. There are

in fact very few projects of a value of £250,000
