It would not be difficult to build up the
distinction between what I have said in this
letter and the last lines of paragraph 2. of the
Despatch into a real difference. No such diffe-
rence is there, of course, but it would certainl
have been better had this letter accompanied you
copy of the Despatch rather than followed it. I
am sorry that it did not.
