15. I should be most grateful for any bids that you may wish to make by close of play on 13 August in the first place and otherwise as soon as possible thereafter. Your bids should be addressed to Mr. Loveridge. proposals must have a developmental content and must be for expenditure which can be made in the current financial year. Proposals for acceleration of dis- bursements on commitments that we will have to meet gooner or later in any case should have the possible advantage of increasing the room for manoeuvre next year.
