Thank you for your letter of 1 October. We have noted what you say about Gibraltar, the Seychelles and the Sudin. I have just had Terence O'Brien's letter about the Colonies and we are looking at our draft to them in the light of it.
2. As you know, we wish now to propose some variations and additions to the frunework to tale account of the £54. increase in the estimating adjustment which has recently been agreed and some reductions in previously estimated requirements which are more significant than mere "forecasting adjustments", We have had in mind the comments contained in Terence O'Brien's letter MP 21/548/25 of 2 October and in Davies' letter of 10 Cctober, as well as dincussions which have taken place between various of our respective geographical departments and now make the following proposals.
3. The reductions envisaged and the amount which is accordingly now available for further allocation are:-
