Illegal Strikes and Lockouts.
It is now approaching a year since the Illegal Strikes and Lockouts Bill was sent to us for comments and I wonder how the matter now stands? The life of the existing Ordinance has been extended up to December and a decision about what should be done next in Hong Kong is now extremely urgent. I have had the attached personal letter from Mr. David Goodwin and I wonder whether you could say what the prospects are of getting the draft Bill before Lord Shepherd at an early date.
