I will be content, now that the Saving Despatch has issued, to let matters rest until we hear again from Hong Kong. Mr. David Goodwin, their adviser on labour legislation, will be in post until the end of March; he is familiar with the model legislation to which we have drawn attention. He already possesses details of the Indian legislation referred to in earlier minuting and he is convinced of the need to adopt a more constructive approach to the handling of industrial disputes than is represented by the proposed amendments to Cap.61.

2. Moreover, Hong Kong also have the advice and experience of Mr. George Wilkinson, who was appointed to develop improved consultative machinery in industry and to advise on the steps necessary to improve the general texture and tone of industrial relations in Hong Kong. I think, therefore, we can be assured that if the joint experience of these two well- qualified officers is brought to bear on the problem, the right sort of advice will be given to the Commissioner of Labout and, through him, to Executive Council.
