I attach a draft answer, notes for supplementaries, and a background note for the Parliamentary Question laid down by Mr. John Rankin (La/Co. Glasgow, Govan) for oral answer on 17 February.
2. I queried the wording "government industry" with the Parliamentary Unit, who stated that it had been tabled with that wording and should therefore be answered accordingly. This I have done, but
the Hong Kong Government does not differentiate between industrial and non-industrial staff, but between indoor and outdoor staff. To draw the distinction required by the Question would be a vast and forbidding exercise, and it is highly unlikely that Hong Kong would undertake the task.
