decided that work experience schemes are educationally valuable then 15 year olds should not be prevented from taking part provided the schemes are properly authorised, due emphasis being given to safety considerations. A case might also be argued for allowing 15 year olds to be employed on Saturdays and during school holidays in industrial premises and for longer periods than at present allowed under local authority byelaws.

POSSIBLE SCHEME OF RULES TO GOVERN HOURS OF WORK OF YOUNG PERSONS

Applicability

27.

The rules would regulate the hours worked by each individual young person. There would be no requirement for the hours worked by all young persons at one establishment to be the same.

Exemptions

28.

There would be no provision for special exemption in respect of individual undertakings. There would, however, be provision for general exemption regulations relating to particular types of employment, and there would be a power of temporary suspension in case of breakdown and the like.

Night Work

29. Night work for young persons would be prohibited. For this purpose the term "night" would be defined as a period of at least 12 consecutive hours including an interval of at least 7 consecutive hours between 10 p.m. and 7 a.m. This would accommodate the frequently met shift systems 6 a.m.

2 p.m. 2 p.m. 10 p.m. and 7 a.m. - 3 p.m. / 3 p.m. 11 p.m.

Maximum Working Week

30.

The maximum would be 48 hours excluding intervals but including overtime.

Maximum Working Day

31. There would be an absolute limit of 10 hours work, excluding intervals, within a maximum period of employment of 12 hours.

Maximum Working Spell

32. There would be a 42 hour spell, then a hour interval. The spell could be extended from 4 to 6 hours if a 10 minute interval was allowed during the spell.

Weekly Rest Day

33. One complete day of rest would be required in every week.

Weekly Half Day

34. On one day of the week other than the rest day the worker should not be employed after 1.30 p.m. and the hours worked on that day should not exceed five.

35. An alternative suggestion to give more flexibility for shift systems would allow a young person to work six full days in alternate weeks provided he had two full days off in each of the intervening weeks.
