Mr. Gorham
As the possible purpose of Mr. Rankin's Parliamentary Question for answer today about ILO Conventions is to get at Hong Kong hours of work I give below a note for a supplementary question.
Control over hours of work in Hong Kong
Under Article 35 of the Constitution of the ILO International Labour Conventions cannot generally be declared applied to the non-metropolitan territories of member states until the Government of the member state concerned has itself ratified the convention.
As the United Kingdom Government has not ratified those conventions which relate to hours of work the question of applying spesial conventions to Hong Kong does not arise.
