As promised I am sending you 2 papers:

Question Of Night Work Of Women Employed In Industry. A paper which covers the nature and scope of ILO "Convention 89"; actual statutory disposition in various countries; present regulations under Hongkong law and impact on the competitive position of Hongkong industry.

Memorandum In Support Of The Application By Fairchild Semiconductor (Hong Kong) Limited To The Commissioner Of Labour For Exemption Pursuant to Section 7(4) Of The Factories and Industrial Undertakings Ordiance From The Regulations Prohibiting Night Work For Women.

These two papers give you a very comprehensive picture of the problem as it stands today in different countries and in particular with the relative position of Hongkong.

It is certainly a great comfort to us that your sympathy lies with us and also the promise that you agree that Labour Commissioner here should be given discretional power to implement this without further reference to the Secretary of State in U.K. provided that certain conditions will be fulfilled.

regards,

Looking forward to seeing you soon. With best

The Hon. Lord Shepherd

Government House

Sincerely yours,
