I submit a draft written reply to a Parliamentary
Question by Mr. James Johnson. The information
given has been obtained from Hong Kong (Telegram
No. 911).

The employment of children does from time to
time give cause for concern in Hong Kong. At times
like the present, when there is a high level of
employment in the colony, to the point where there is
a considerable labour shortage, there is certainly
a risk of the unlawful employment in industry of
children under 14. On the other hand, the avail-
ability of better employment opportunities elsewhere
operates against the declining tradition of employing
young persons in Chinese tea houses
trays of delicacies.
