Dear barter.
We spoke a short time ago about the desirability, in the absence of
a meeting of the Ministerial Committee on Hong Kong to discuss your Secretary of State's paper K(69)1, of trying to seek clearance out of Committee so that the further studies envisaged in the paper could be
put in hand.
I attach a draft of a note by the Secretary of State on these lines. If you are happy with it the next step might be for me, as Secretary, to put it to your Private Office, saying that it is acceptable to the FCO departmentally, and suggesting that the note be circulated as soon as possible. I should be glad to know whether you have any comment on the
draft.
