(iii) To consider how to secure the support and understanding of the

United States of the policies proposed, and to calculate the

advantages and disadvantages of doing this (paragraph 53).

If my colleagues agree I will now arrange for these studies to be set

in hand by the Foreign and Commonwealth Office, in consultation with the

other interested Departments, without prejudice to subsequent Ministerial

discussion of K(69)1, so that in the light of the reports which may be made,

the Committee will be better able to reach a view on the recommendations of

the paper.

These further studies would require the Foreign and Commonwealth

Office to consult the Governor of Hong Kong. This, however, could be done

without endangering the security precautions surrounding our examination of

the subject.

I hope that my colleagues will feel able to agree, without a meeting,

that these studies should be set in hand. I will act on the basis that

there is no objection unless I hear to the contrary by

M.S.
