Dr Carter

At the meeting which we held on 17 November to discuss
my draft on Hong Kong it was agreed that Wesere, Hurray, Carter and Cradock would put together a revised draft for submission,
The revised draft would be intended to direct the attention of Ministers to salient points in K(69)1, as well as bringing out
the main point of my draft,
2. I called on Wr. Hudson at the Cabinet Office this afternoon
to tell him what we had in mind and he raised no objection.
3.
I think we must now sin to get the paper cleared by Ministers before Christmas, So far as I know Lord Shepherd
will not be out of the country during that time so that Mr. Hudson principal problem will be finding a time when the Secretary of
State can preside over a meeting of Ministers.
