I realise from the cover note to the paper on Hong Kong: Long Term Study (OPDO(DR)(69) 1 of 8th January) that the Foreign and Commonwealth Office,
while inviting comments on the revised report, is not
particularly anxious to encourage them. I think,
however, that the enclosed comments are worth forward- ing to you for serious consideration. They have been prepared at my request by Mr. Hunter of the Assessments Staff. One of the reasons why I asked him to look at the paper and why I think it is worth taking his comments seriously is that he was until very recently
in our Embassy at Peking.
