28 Thank you for your letters HKK 4/1 of 5th, 10th and 13th February to

Lawrence-Wilson (whom I have succeeded) about amendments to OPDO (DR) (69) 1. These, together with Thomson's letter of 19th February to Bushell of which you have had a copy, open the way for producing a final text. I suggest therefore that the exercise should now proceed in two parallel stages:

(i) The revised paper should be circulated to OPDO (DR) under a cover note

(which would be OFDO (DR) (69) 1 Revise) to the effect that the new version results from amendments agreed between Departments, is circulated for the information of the Working Party and is being submitted to the

Ministerial Committee on Hong Kong.

(ii) The same text should be circulated to the Ministerial Committee/under a

cover note, presumably by the Foreign and Commonwealth Secretary, indicating that it is for consideration by the Committee at its next meeting.

Perhaps you could arrange for your people to check with the Committee Section in the Cabinet Office, just before going to press, the reference numbers and also the precise number of copies required for each of the se distributions.
