The Secretary of State has authorised the
circulation to the Ministerial Committee on
Hong Kong of the interdepartmentally agreed
study by officials on future policy. You are
of course a member of this Committee. It is
of the Commitee (of which you are a member) expected that a meeting will be called towards
the end of April.

The Permanent Under Secretary's Planning
Committee has approved a list of points which
would form the basis of the Secretary of State's
briefing.
Subject to your views these will
be incorporated as talking points in the
