CONSULTATIONS WITH THE GOVERNOR OF HONG KONG

Kowloon Walled City and the Adjoining Areas

The Political Adviser has recently sent us a paper

setting out the proposed policy on the Kowloon Walled City

and neighbouring areas. I suggest that we might take advan-

tage of the Governor's visit to underline our misgivings about

one feature of these proposals, possible action against the

communist schools inside the Walled City itself. I attach

a paper which explains the issue and might serve as a basis

for discussion.

2. I recommend that at the meeting we should simply indicate

to the Governor that our reply to the Political Adviser's letter,

while giving the proposals our general blessing, will express

our misgivings about action against communist schools inside

the Walled City, and express the hope that we will be consulted

again when the Schools Steering Committee has examined the

problem and before action is taken.
