EMERGENCY POLICY

STANDING COMMITTEE

1.

The task of this committee is to provide or obtain quick policy decisions and to give guidance on exploitation of emergencies within the Walled City so as to bring it either piecemeal or as a whole under full Governmental control.

2.

It will consist of :

plus co-opted members as necessary.

It will be based on Defence Branch which will provide secretarial and other backing.

On notification of an emergency within the Walled City, which could provide scope for exploitation, the Defence Secretary will convene a meeting to determine initially whether it can be exploited to our advantage and to make recommendations to the Governor to this effect.

When approval in principle for exploitation has been given,

the Committee will be responsible for :-

(i) deciding the scope and scale of exploitation;

(ii) progressing and supervising the work of exploitation;

(iii) directing planning and publicity;

(iv) dealing with legislative and legal problems which

may arise.

The Committee will not concern itself directly in action on the ground to cope with the emergency itself, though it must be in touch with developments, nor in the detailed execution of plans for exploitation once they have been set in train.

The Committee will constantly bear in mind the political and security implications of action and will keep under review the reactions of the C.P.G. and local Communists.

7.

The Committee will meet as necessary, either as a whole or in part, to direct contingency planning and to approve contingency plans. It will also meet periodically to review such plans and to

revise them.
