Section 9(2) I have inserted "any public officer authorised by the Director of Marine in that behalf" in line with the modification suggested by Hong Kong to section 16(1).

Sections 13(1), 14(1), 16(1), 17(1), 17(2), 24(4)(b), and 32(2)(a) Should not "any port in Hong Kong" read "the port of Hong Kong"?

Section 28 This has been adapted in order to avoid the necessity of the Governor making similar Orders to those made by Her Majesty in Council under subsection (3).

Section 30 Subsections (3) and (4) implement the suggestion in paragraph 4 of the Board of Trade's letter, except that the main modifications which are necessary are set out in detail and a further power of modification is given to the Governor.

Section 31(2) has been retained to avoid the necessity of the Governor making further Orders as to Convention countries.

Section 32 Definitions of "Governor" "the Act" and "dollars" and "Director of Marine" have been inserted.

Section 32(4) (a) and (b) Since Hong comes within the definition of a Convention country the date in (a) will be applicable. For UK registered ships (b) will be applicable and 21st July 1968" is inserted for the sake of clarity rather than refer to the date of commencement of the Act in the UK".

Section 34 Subsection (1) should be deleted as the title will be

The Merchant Shipping (Load Lines) (Hong Kong) Order 1969".
