Memorandum to Lord Shepherd

Preamble
A delegation of students, consisting of Mr. John Lau Shek-yau, Ar. Christopher Leung kar-chuen, r. Joseph Hung Hin-wai, Ir. Joseph Yung Kam-chuen, Mr. Lo Tit Wah, Miss Leung kai kit meets Lord Shepherd on wednesday, June 4, 1969 at 3:15 p.. in the Council hamber of the Hong kong University Students' Union. This event can be considered as an historical one, being the first meeting of students and British Minister.
This memorandum is designed to highlight the more urgent problems existing in out community which demands immediate attention and action, according to the opinion of the students. It cannot be denied that in recent years the Government has put forth some major improvements, such as the intraduction of the City District Officer system, the reduction of primary school fees, the increase of government financial assistance to university students, the setting up of a Polytechnic but, the Government should not be self-complament, and consider these as the end of everything. Instead, in order to make it a dynamic government one which can keep pace with the general development of Hong Kong continual and incessant changes are necessary.

Students and Education
1. The Present Student Movement in Hong Kong.
After a long history of development, the Hong Kong students this year emerge in a vital role in society. A sense of social consciousness of the students in widely felt by all sectors of society. The inception the Current Affairs Committee of the HKUSU in 1964 which is subsequently imitated by nearly all student organizations towards problems indicates clearly an awareness of students of Hong kong. The denouncement of violance & riots in 1966 and 1967 by the Hong Kong Federation of Students and other student unions; the University Reform Movement of the Hong Kong University Students' Union; the active involvement. in the Goodman Corporation issue of the HKUSU, are other examples testifying the increased concern of students to what is happening around us. The image of an "ivory tower" has tumbled.
Particularly in those colleges under the jusisdiction of the Education Department the student Unions are responsible to the authorities which exercise a strong control over the students. For the development of a healthy student movement, this policy deserved review.
2. Student Antonomy
"Student Autonomy" seems to a term unacceptable by most of the college and university authorities. Because of this, local student
movement is greatly hampered.
