As far as Hong Kong is concerned a "Disturbances Distribution" or something very like it did exist at the time of the disturbances in Hong Kong last year. I am not sure whether it was a long-standing distribution or whether it was built up ad hoc during the course of the disturbances. Communications department no doubt still have a copy of it and could reactivate it whenever
necessary.
