Disturbances in the Dependent Territories:
Telegram Distribution
I attach a copy of a minute by Mr. Gaminara on telegram distribution during the Hong Kong disturbances of 1967.
2. I agree with Mr. Fairclough (his minute of
5 December) that there is a case for a separate wider basic distribution covering (1) and (3) in para 1 of Mr. Eaden's minute of the 3 December and based, so far as (2) is concerned on the Departmental distribution. To this basic distribution additions can be made ad hoc, as appropriate, e.g. by giving a FCO/WH distribution, by adding named departments or named individuals.
