The channels of communication are as follows :

(a) directivos emanating from the Governor's Committee

which affect more than one Service are issued through the Defence Secretary to J.E.C.C. and thence to PAGENT or Colony POLMIL as appropriate;

(b) the channels for reports, requests and recommendations

from PAGENT and other Districts is to J.E.C.C. and thence, as appropriate, to the Defonce Secretary, with copies for information to Headquartors British Forces (H3F) and Police Headquarters, If it is not possible for agreed joint recommendations to be forwarded, divergent viows must be represented and rulings requested;

(c)

the channels for orders to Police and Military formations and units, evon though rosulting from joint consultation, planning and decisions, will romain single-Service.

Purely single-Servico mattors continue to bo dealt with through single-Sorvico channels, but any circunvention of the above channels for joint matters can only lead to confusion. Howevor, D.C.N.T. rotains his right to have direct access to H. E, and all departments and branches of Governmont on political aspects of oporational mattors and, to ensure that there is no delay in bringing urgent matters to the attention of the Governor, D.C.N.T. is authorised at his discretion to communicate PAGENT submissions to Defence Branch and H.4.3.F. for information at the satino as they ire communicated to J.E.C.C. or Colony POLMIL H.7.

Where matters of policy are involved, copies of papers sont from PAGENT or other Districts to J.E.C.C. (or vico vorsa) are copied, for information, to Defence Branch and H.Q.B.F.

Reports of major incidents and operational developments agreed jointly if possible aro to bo passed as quickly as possible to Colony POLMIL Headquarters, and thence disseminated to J.E.C.C., Defence Branch, H.Q.B.F. and Colony Police Headquarters.

Communications. Secure communications are to be maintained to link the Colonial Secretariat, H. Q.B.F., the three singlo-Service Headquarters, and the Police District organisation.
