COMMAND AND CONTROL OF SECURITY FORCES.

The actual Command and Control of operations by the Security Forces is carried out by Police and Military Commanders using their normal chain of command but sitting side by side and integrating their actions in POLMILs which exist at Colony, District and Divisional level. Where political advice is required during the actual conduct of operations, this will be supplied by an officer of the Defence Operations Staff and/or the Political Adviser's office at Colony POLMIL and of the New Territories Administration at New Territories (N.T.) POLMIL. Technical advice from Government Departments will, if necessary, be made available on the same basis.

The machinery below Colony POLIL for co-ordinating action by the Security Forces to implement the policy laid down by H. E. the Governor is based upon the Police District organisation, and is as follows :-

(a) Island. The Island District POLMIL H.Q. is at Island
District Police Headquarters and is formed from that Headquarters, and the Headquarters of the Island Battalion. In the event that serious disturbances call for more than one battalion to be deployed on the Island, a brigade headquarters may take over the military commitment at Island FOLMIL H.Q. The Administration is not normally represented, but could be if needed.
(b) Kowloon. The Kowloon District POLMIL H.Q. is at Kowloon District Police Headquarters and is formed from that Headquarters and Headquarters 51 Brigade. The Administration is not normally represented, but could be if required.
(c) New Territories. The N. T. District POLMIL H.Q. is at
Headquarters 48 Brigade, Sek Kong, and is formed from that Headquarters and New Territories Police Headquarters. It is responsible for the conduct of operations as directed by Colony POLMIL or PAGENT as appropriate. The New Territories Administration can be represented during oporations if required.

(d) Marine. The Marine POLMIL H.Q. is at the Marine Police
Headquarters at Tsia Sha Tsui, Kowloon, and the Naval Operations
is linked to it. Representation from Headquarters 51 Brigade is as appropriate to the situation and to 51 Brigade's other commitment. Liaison is maintained between Marine POLMIL Headquarters, the District Commissioner or his representative and the Director of Marine, because of theso two officers' special responsibilities. In addition to these arrangements, the Commodore-in-Charge, the Director of Marine, and the District Commissioner (or their representatives) will attend Marine POLMIL Headquarters as required.
Royal Air Force participation may be required in operations in any of these districts and when necessary, Commander R.A.F. will provide liaison with any of the above organisations.
