Making the most of the UN instrument for world peace and
progres3
Agree what the UN is for
For some,
Differing views may be held as to specific tasks it should
undertake, priorities and how it should go about them.
UN is world's policeman for others (despite its political nature)
the world's conscience. Some see it primarily as place to muster
world opinion e.g. on questions of race; others want it to
concentrate on improving distribution of world's wealth. Some
seek to enhance its supra-national attributes (e.g. clein GA
recommendations are binding); others resist the application of
those attributes it rightly has (e.g. mandatory Rhodesia sunctions).
Some take internationalist - others nationalist approach. Some
think it should be an organisation of the like-minded - others that
it must be universal (Chinese representation). Some think all
political disputes which impinge on the international community
should come to the UN - others snun taking even problems which
have not been settled elsewhere (Vietnam, Nigeria). Some flog
doctrinaire horses others look for new fields for constructive
co-operation (e.g. sea bed etc.)
25th Anniversary will give us all occasion to reflect on these
things. We can find a common aim. Back to the Charter. First
and foremost: peace-keeping and peacemaking, and mcasures to
