The annual Estimates exercise is with us again and I must ask you to let me have, on the attached schedule, revised estimates of expenditure for the current financial year and estimates of expenditure for the next financial year in respect of the services which are the concern of your Department. As usual we are sending blank schedules to Departments who have no subhead responsibilities at present in case they have potential expenditure of which we are unaware. If these Departments have no commitments we should be grateful for their Nil return.

We are under Ministerial instructions to make every effort to avoid supplementary estimates and requests for increased provision will come under the closest scrutiny. Any necessary supplementary must, therefore, be kept to a minimum and should, wherever possible be avoided by offering simultaneously to Finance Department savings on other services.

Would you please indicate in column 4 f the attached schedule any expected changes in the sums required, giving, in column 7, the Treasury authority for any.approved increases and your departmental file reference.

Bids for provision should be entered in Column 6 of

the schedule.

It is essential that the Estimates for which you are responsible should be drawn as tightly as possible with no margin for contingencies. They should be prepared on the basis of current prices and contain no element for possible pay and price increases. They must also conform with the public expenditure limits set by Ministers or otherwise agreed with the Treasury following the 1969 Public Expenditure Survey. The Survey figure for each subhead is shown in column 5 of the schedule.
