I do not anticipate that this department will need to initiate any briefs, with the possible exception of a Category B brief on
The Situation in Hong Kong" (on which I would X like to reach a decision later). This
department will, of course, be marginally concerned in any brief on Sino-British relations under Item 1 on the Provisional Agenda (which F.E.D. will initiate) and on any briefs on sterling balances, UNCTAD etc., prepared by other departments in connection with Item 2.
