A draft table of briefs, based on the replies to my Departmental
Circular HCM 4/1 of 7 November has been sent to the Cabinet Office for
consideration by OPDO. A copy is attached.

I will let you have guidance on the precise form and layout (and

the number of copies required) as soon as I have the OPDO decision, but
as I understand that the Cabinet Office will probably call for briefs to
reach them by 4 December for consideration by OPDO. It might be helpful
for you to have this preliminary warning, to enable you to put in hand the
preparation and clearance of the substance of your brief.
3. It is expected that briefs will be in the form of separate talking
points and background note.
4. Where another Whitehall Department is shown in the draft table as
being responsible for initiating a brief, it would be very helpful if the
Foreign and Commonwealth Office department concerned with the subject could
pass on this preliminary warning to their opposite numbers in that Ministry.
