Communist Confrontation
Since the beginning of 1968 the
Communists in Hong Kong have steadily avoided
violence in their confrontation with the
authorities, and the situation in the Colony
has remained quiet. The programme of
confrontation now has as its main objective
the winning over of the "hearts and minds"
of the people of Hong Kong, coupled with the
of
undermining with the authority of the Government
of the Colony. To this end the local Communist
leadership has lost no opportunity of criticising
the Government over alleged short-comings,
particularly in the spheres of welfare and
social services.
Prisoners and Detainees.
The Communist press in the Colony has
made repeated demands for the release of all
detainees and convicted Communist prisoners.
The Hong Kong authorities have been releasing
detainees at the maximum rate compatible with
security considerations. Any indication that
the authorities were prepared to release
convicted prisoners prematurely, would lead to
dangerous pressures from the Chinese.
