We have now received from the Cabinet Office instructions on
the numbering and layout of briefs. I attach at Annex A the list
of numbers (which should be read in conjunction with the table
of briefs enclosed with my minute HCM 4/1 of 22 November) and at
Annex B a specimen layout for briefs in their final form. I have
separately notified to departments the changes that have been
made to the table.

Briefs should be in two parts: talking points and a background
note. The background note should begin on a new page and should
carry in the top right-hand corner the words "Annex to" followed
by the symbol and number of the brief itself. The two parts of
the brief should be stapled together Layout and numbering should
be as in the specimens at Annex A and B.

CATEGORY A BRIEFS
3. Category A briefs are to be circulated in draft to OPD (0).
The Cabinet Office has confirmed the date for circulation as
Wednesday 4 December. I should be grateful if departments would
do their best to meet this deadline. A meeting of OPD(0) Committee
has been provisionally arranged for Friday, 13 December, if this
proves necessary.

85 copies of Draft Category A briefs should be delivered dirent
to the Committee Section, Cabinet Office. Each brief should have
a covering OPD(0) memorandum, on the lines of the specimen at Annex C,
which should:-
