Some

Commodity Agreements and Preferential Arrangements. Heads of Government have indicated that they may wish to refer

to Commonwealth Preferences and to their particular interests

and problems in relation to commodity agreements (e.g. the Commonwealth and International Sugar Agreements.)

For

Aid for Developing Countries within the Commonwealth. most countries in the Commonwealth development is the central problem, and the need for assistance is pressing and considerable.

The Secretary-General's Annual Report on the Flow of intra- Commonwealth Aid - which was considered by Commonwealth Finance Ministers (FMM(68)6) - sets out the significant extent of official bilateral aid. In addition Heads of Government at

their last meeting expressed the wish that the Commonwealth

make a further distinctive contribution of its own to increase the

economic strength and well being of Commonwealth countries. The Secretary-General will be submitting a Memorandum on progress and developments in this regard.

RHODESIA

Heads of Government will wish to discuss the situation including the main developments since their last Meeting. The Report of the Com- monwealth Sanctions Committee which covers this period has been cir- culated (CPM(69)13). A Report on the progress made so far in implementing the Lagos decision to assist in accelerating the training of Rhodesian Africans will also be circulated in advance.
