In Africa the chief present anxieties are in the
West, where the war between the Ibos and the Federal
Government causes everyone so much concern, and in the
South, where Rhodesia, the Portuguese colonies, South-
West Africa and the apartheid policy of the Government
of South Africa, all raise most complex problems.

16. In the Mediteranean three matters arise, the
increased Soviet Naval presence, the failure as yet of
the two communities in Cyprus to reach an agreed and

20. Before I come to the main subject of my talk,
European security and NATO, I should, perhaps, say at
least a word about the western hemisphere, where we
still have responsibilities for a number of territories
not yet independent, and also the commitment to provide
for the external relations and defence of the Associated
States, Antigua, Grenada, St. Christopher-Nevis-Anguilla
and St. Lucia, which are already fully self-governing
internally.
