The word "forcible" before "measures" has the advantage of ner oving the scope of the obligation, and it inclusion might be justified us a ree conse to pre sure for something specific to be said about "force" in this context. The words between the second set of square brackets represent an alternative and less satisfactory way of dealing with the "force" point, w ich could be used as a fall-back position. "
