that such differences exist and might indeed lead them
to believe that the differences were even greater than
they had suspected. I believe that our unity is better
demonstrated in practice. There have of course been
differences of view between ourselves and the Governor,
particularly over the handling of the case of Mr. Grey.
However, in recent months, particularly since the
Chinese revealed, in the course of negotiations for
Mr. Grey's release attempted through covert channels,
how intransigent they were, the differences have
narrowed;
and it is to be hoped that once the case of
Mr. Grey is settled major differences of view on the
handling of further communist pressures can be avoided.
Meantime the draft telegram to the Governor is very much
a holding operation since it seems to me premature to attempt
to decide on future tactics until we know more about Chinese
intentions after the release of Mr. Grey..
