and the Hong Kong Government. Mr. Hefti wrote his reports following two visits which he paid to the Vi toria Road Detention Centre in May and December last year. You will see that the only criticism that he had to make of the arrangements at the Contre was concerned with certain inside cell accomodation which lacked adequate access to daylight. You will also see that the Hong Kong Government h ve taken steps to remedy this deficiency. In any event it seems unlikely that this accommodation is now in use, since the number of detainees has been reduced to five.

The only other comment that I wish to make on Mr. Hefti's reports refors to the latter part of para- graph 3 of his report of the 13 May, 1968. There is no one now detained under the Deportation of Aliens Ordinance: all detainees are held under Regulation 31 of the Emergency (Frincipal) Regulations.

It seems to me that this detailed information, from a totally impartial and authoritative source, disposes very adequately of the allegations contained in the "Letter of .rotest". I ho e you agree.

In conclusion may I, in asking if you would be good enough to return the enclosed reports and correspondence to me as soon as you have finished with them, raise a rather delicate matter? We have an understanding with Mr. Hefti that we might make "discreet use" of these documents, and we would not wish to go beyond that.
