I am sorry that you have not had an earlier reply to your letter of 8 October, 1968, to George Thomson, with which you enclosed a copy of a letter from Mrs. Elsie Elliott of Hong Kong about the Mount Davis Detention Camp. But as you know we consulted the Governor about this. His comments have now been received.
The Mount Davis Detention Camp (the "concentration camp" referred to in the "Letter of rotest" enclosed with Mrs. Elliott's letter) is, in fact, the Victoria Road Dotention Centre. The "Letter of Protest" is a Communist document which was published both in Chinese and in English in the main Communist newspapers in Hong Kong last year. It was undoubtedly written for propaganda purposes and designed to vilify the Hong Kong Government and the Hong Kong Police Force. It can in no sense be regarded as an impartial and objective comment.
As regards the various allegations contained in the "Letter of Protest", I do not think that I can do better then let you see, for your own private and confidential information, the enclosed copies of two reports by Mr. H. Hefti, the representative in liong Kong of the International Red Cross Committee in Geneva, together with a copy of related correspondence between Mr. Herti
