In the result, Government has accepted the view that the Emergency (Committee of Review) Rules, 1967 should be amended by inserting a provision which would make it mandatory to supply the detainee with such information con- cerning his detention as is consistent with the maintenance of security, and that this should be done to enable him to make an adequate use of his right to lodge objection. In your letter you recognised the great, perhaps even preponderant, weight which must be given to policy consideration generally and public security in particular. In framing the proposed

amendment to these Rules a fine balance has had to be

struck between the policy requirements and the the desire to ensure that the individual detainee is placed in a position where he can effectively make his objections.
