On reflection I think we should not (repeat not) now issue a statement as suggested in paragraph 3 my telegram No. 48. The reason is the present delicate state of the Grey case. Though the Johnston problem is distinct, journa- lists might go on to talk of Grey in context of British subjects, and references in the British press at the present time might do harm. For the same reason I think we should dissuade Chartered Bank from seeking publicity themselves just at this
moment.

It would therefore be better to use the occasion of an interview in London to convey our displeasure to the Chinese at their failure to grant an interview here.

Garside continues to seek an interview with Consular
exit visa. In Department to urge action on
view of my imminent departure, interview is now sought for
Garside only.
