A reply is required to the attached letter addressed to Mr. Foley by Sir Charles Taylor, MP.

It is not clear why Sir Charles has raised the matter of Mr. Rear's letter at this stage, three months after its publication in the "Times", and in view of the series of Parliamentary Questions on the subject of prisoners and detainees in Hong Kong which has been answered since mid-December.
3. A reply to Mr. Rear's letter was sent by Mr. Sedgwick, Director of the Hong Kong Government Office in London, after consultation with this Department, and was published in the "Times" of 14th November, 1968. This in turn led to a letter from Mr. Litton, Secretary of the Hong Kong Bar Association, which was published in the "Times" of the 2nd December, 1968. Mr. Litton also wrote to Mr. Royle and to Mr. Tilney on the same subject. I do not think that it is necessary to attach all this correspondence, which covers much the same

A draft reply to Sir Charles Taylor is attached: the aim of the draft and its enclosure is to give Sir Charles sufficient information to satisfy him that all is well, whilst, at the same time, to avoid going into too much detail which might result in further correspondence.
