2. The draft answer is based on Hong Kong telegram No. 54
I do not think there is any doubt that, despite
the variations in names, the Hong Kong authorities have traced
the persons whom r. Heffer had in mind. Such confusion
commonly arises when Chinese names are referred to in an English
transliteration rather than in the original Chinese characters.

Mr. Moreton has agreed the draft answer.
