Continued powers of detention
Emergency Regulation 31 will continue to be required so
long as it remains necessary to hold persons in detention.
2.
The power of detention will not be retained longer than
is necessary in the interests of security (see reply to Question
by the Member for Preston, North, on 16 December 1968).

The case for continued detention is reviewed regularly
and frequently by the authorities.
Emergency Regulations Generally
4.
The majority of the emergency regulations now in force
were introduced during Communist confrontation in 1967. Some
of them have already been revoked (e.g. regulations dealing
with intimidation, the disposal of assemblies and the prohibition
of meetings).
Number of persons now in detention
5.
There are now six persons in detention under emergency
regulations in Hong Kong.
Reasons for detention
6.
Those in detention were implicated in the planning and
organisation of various Communist confrontation activities,
including intimidation and bomb incidents.
