The attached Parliamentary Question by Mr. Sydney Bidwell is
one of two Questions by the same Member which are both for oral
reply on 20 January. Both Questions are concerned with the subject
of persons detained under Emergency Regulations in Hong Kong, and
are the latest of a series of questions on this subject, which have
been put down since the middle of December.
2. This particular question covers part of the ground that was
covered by a question asked by Mr. Royle on 10 December and can,
in part, be answered by reference to the reply to that Question.
3. Although we know the identity of the chairman and members of
the Committee of Review (Hong Kong telegram No.2248) the Governor
has told us that in 1967 an undertaking was given to the unofficial
members of the Committee that their names would not be publicly
revealed. We clearly must not let the existence of this under-
taking become public, but there is no reason why the grounds of the
Committee members' request for anonymity (
request for anonymity (namely, the threats made
against prominent citizens) should not be given, if it proves
necessary to do so.
4. The number of persons under detention in Hong Kong has now
been reduced to six. The case of each detainee is reviewed weekly
by the Hong Kong authorities with a view to his release as soon as the
security situation permits. The Secretary of State had a full
discussion with the Governor on 13 December on the subject of
detainees in Hong Kong with particular reference to the continued
detention in Peking of Mr. Grey, the Reuters' correspondent.
