Reasons for not naming Members of Committee of Review
1.
Threats of violence to persons prominent in public life
have not been without substance;
a radio announcer who was
outspoken in his comments on communist activities was
assassinated (together with his brother).
Appointment of Members of Committee of Review
2. The chairman and members are appointed by the Governor.
There is no limit to the number of members who may be appointed.
The chairman and one other member constitute a quorum.
Functions
3. The functions of the Committee of Review are to consider
and make recommendations to the Colonial Secretary, Hong Kong,
with regard to any objections against any detention order made
under Regulation 31 of the Emergency (Principal) Regulations,
which are duly made to the Committee by the person to whom the
RECOMMENDATAS order relates.
