9. The communist campaign of violence in Hong Kong has ceased but
there is no reason to suppose that the communists in Hong Kong have dropped their "struggle". The Cultural Revolution in China, which gave rise to the events of last year in Hong Kong, is still running
its course.
10. The power of detention under Regulation 31 of the Principal Emergency Regulations will not be retained for longer than the
security situation requires.
