I enclose, for the record, copies
of a message about Prison conditions passed to us by the New China News Agency on 30 November together with the reply which we read over the telephone on 13 December.

It was of course to be expected that the N.C.N.A. would produce a list of complaints after the last round of prison visits and I am surprised that it took them as long as 11 days to draft their message. We thought it as well to give them a reply, but kept it as short as possible.
