The attached Parliamentary Question by Mr. Stan Newens

2. Regulation 31 of the Hong Kong Emergency (Principal)
Regulations was brought into operation during last year's
disturbances in the Colony. It is the Governor's intention to
revoke the Regulation as soon as the security situation in
Hong Kong permits. A number of other Emergency Regulations have
already been revoked.
3. 54 persons in all have been detained under Regulation 31;
38 persons have been released and there are now 16 persons in
detention.
4. A copy of the Hong Kong Emergency (Principal) Regulations
is already available in the Library of the House.
5.
The Question is a straight forward one and a draft reply
is attached.
