I do not recall seeing it.

ECONOMIC SANCTIONS AGAINST CHIN A

At an Office meeting on 25 October the Secretary of

State directed that a submission should be prepared on the

use of economic sanctions as a means of bringing pressure to

bear on the Chinese Government to change their present

policies towards British subjects detained in China.

2. A comprehensive survey of this subject was undertaken

in August this year, the conclusions of which are embodied

in Nr. Kurray's submission of 20 August. I attach a copy.

There are no new points to add and the submission's general

conclusion remaine valid that economic sanctions are likely

to prove an ineffective instrument for bringing the Chinese

to more moderate policies.
