I attach a draft telegram to the Governor of Hong Kong dealing
with the proposal made by Mr. Royle, MP., to make contact with
HO YIN during his forthcoming visit to Hong Kong. Also attached
is a copy of the record of Mr. Royle's meeting with Lord Shepherd
at which the proposal was raised; this is Mr. Murray's copy and
you will note that he has expressed himself on it as not being keen
on this proposal.
2. I do not think that the Governor will have any grounds for
opposing a visit by Mr. Royle to Macao; nor do I think it likely
that he will raise objections to a meeting with HO YIN for the
purpose of pumping him on Hong Kong (although he may have
reservations about the usefulness of the information that will
result).
But both Mr. Hurray and myself feel very doubtful about
the desirability of Mr. Royle raising the question of Mr. Grey.
There seems a danger that the Chinese may interpret this as an
official probe, and it may puzzle them that we should be pursuing
his case through this channel when in fact, if reports are to be
believed, they may be making overtures to us through quite a
different channel.
However, I agree with Mr. Murray that this is
very much a matter for assessment by the Governor and, if the
Minister agrees, I suggest that the matter should be left for him
to handle on the lines proposed in the draft telegram
